District Office in Toruń

Modern public administration facilities are not only places of work of officials and services of residents, but more broadly understood structures in which, next to the building, the external space is equally important. The ecosystem created from these elements becomes a carrier of the values of the local government community.

The new headquarters of the District Office in Toruń was planned on a plot located next to a busy communication artery, surrounded by low-rise warehouse and commercial buildings. The location outside the most attractive part of the city dictates the need to create its own context, which will be adequate to the public rank of the municipality and initiate a qualitative change in the surrounding space.

Therefore, in addition to the architecture of the building, an important place in the competition concept is occupied by the arrangement of the outdoor area, the basic assumptions of which are: minimizing the vehicular traffic zone on the plot and allocating as large a possible part of the site as a green space for multifunctional recreation, arranged with different groups of users in mind.

Both these zones, vehicular and recreational, are separated by an axial entrance-entrance avenue, the culmination of which is the main entrance to the building, accentuated by the relief of the district coat of arms.

The designated compositional axis reaches higher than the level of the common ground floor — symbolically and functionally separates the administrative units located in the building and creates an in-between building clearance with greenery, emphasizing the friendly and transparent character of the building.

In the architecture of the building, the structure of the units located in them was reflected, dedicating two separate blocks to the departments of the prefecture and the district units, connected by a link with greenery and embedded on a common ground floor base.

The design intention was to create an object with an expression that combines the seriousness and order of the local administration office, with its community, transparent and friendly character.

In the design of the interior spaces, emphasis was placed on the accessibility of the public areas, which is extremely important especially for people with different needs and in different age groups, visiting the building occasionally.
